It's reported that the judges at World Trade Organization said in a ruling that China is unable to prove that imports of the US-made grain oriented flat rolled electrical steel manufactured by AK Steel and others had caused injury to Chinese steel makers.

Therefore, China has violated the WTO rules to impose illegal anti- dumping and anti-subsidy duties on more than US$200 million of the US-made grain oriented flat rolled electrical steel.

In December, 2009, China's Ministry of Commerce imposed duties on those imported electrical steel products.

The US debated that China didn't reveal the reasons of legal conclusions for the US steel products and cannot explaining its calculations either.

Both governments have 60 days to appeal the panel's findings. China said it will conduct further evaluation and reserves the right to appeal
